釜石市唐丹町の小白浜地区は、唐丹湾に面した漁業集落である。東日本大震災により唐丹小学校は全壊、唐丹中学校も一部損壊の被害を受けた。それらの再建計画として、津波から免れた旧中学校の敷地内に小学校、中学校、児童館を集約することとなった。
プロポーザル時点で既に仮設校舎が建っており、主な建築可能範囲はその背後に残された裏山の急傾斜地（最大高低差34ｍ）であった。建設にあたっては大規模な造成工事を伴ったが、学校があたかも以前からそうであったかのような佇まいで地形や集落と馴染む風景づくりを目指した。植栽計画においては郷土種を用いた地域植生の復元を方針とし、敷地の周辺環境の読み解きから屋外空間の在り方を示した。
校舎外周の法面は周囲の山林に溶け込むような斜面林とすることを目標とし、植生回復に向けた植栽を行った。造成で表出した礫質土は硬くやせた土壌で植物の生育が困難なため、先駆植物となる草本類の種子を用いた植生マットを敷設した。また、将来的な斜面林の形成を促すため高木の苗木を植栽した。その樹種は地元の樹木生産者へのヒアリングや周辺環境調査の結果に基づき選定し、工事期間中に種子の採取・育苗を行った。
校舎や運動場などの周りは、学校生活が季節の移ろいと共に記憶に残るような風景づくりを目指した。小白浜は旧街道（気仙道）沿いの集落で、その名残ある町並みの中に庭の老木や桜の大木が垣間見える。そうした地域景観と調和し、なおかつ季節感をもたらすような樹種、配植を意図した。また、法面保護による張芝に海岸性の野草を寄植えしたターフをランダムに混植し、かつて身近に見られた在来種の野草が草土手に咲いている風景をイメージした。
Kojirahama district in Toni town, Kamaishi city is an old fishing village facing Toni bay. Toni elementary and junior high school was seriously damaged by Tsunami disaster following the Great East Japan Earthquake in 2011. For the reconstruction project, those schools including children’s hall is integrated and relocated on the higher land.
Because a temporary school building was already built at the design proposal, the steep slope area (maximum elevation is 34m) was left for the reconstruction project. Our design team aims to create regional landscape as if this new school has been already here for a long time. We as a landscape architect, proposed an ideal situation based on a basic direction restoring native vegetation in this region.We implemented vegetation restoration on the surrounding slope to be a part of regional mountain forest. The surface soil layer is solid gravel soil so that a vegetation mat composed of pioneer plants and nursery trees were planted. Those tree species were selected based on our investigation and hearing from a local nursery.
We tried to create a memorable school landscape through an everyday and seasonal experience. There are several old trees and cherry trees. The planting design was implemented on the context of the regional landscape. Vegetation mat composed of coastal native grasses was randomly planted on the slope grass of the school ground so that children feel and remember their original landscape.
