　雄勝湾はその湾内地形や自然条件から大小船舶の停泊や避難に利用され、遠洋・近海・沿岸の漁業基地として、また特産品の硯石やスレート製品の積出港として栄えた。湾奥の雄勝の中心部には総合支所や学校などの公共施設が集まり、また観光やレジャーの拠点としても賑わっていたが、東日本大震災により甚大な被害を受けている。
　北上川方面から国道398号線を通って雄勝を訪れた際、釜谷トンネルを抜けた先にある旧中心部の低平地区域は雄勝の玄関口となる。多くの住民からその区域を中心とした公園緑化構想が提案され、それを「雄勝ガーデンパーク構想」としてまとめることとなった。
　マスタープランの作成に当たっては、被災した土地を癒し、次世代に受け継ぐ基盤となる「地」の空間づくりを標榜した。雄勝中心部はスリバチ状の内湾で斜面地に囲まれているが、津波によるダメージやその後の造成によってマント・ソデ群落が消失し、林縁の植生が乏しい。そこでスギ林の山裾を広葉樹に樹種転換するなど、空間の骨格として景観の連続性・一体性を図る環境整備を目指すこととしている。なお、優先的に樹種転換を図るべき範囲については、主要視点場からの可視領域による解析を試みた。

　　Ogatsu bay has been developed as important fishery industry port because of this characteristic geography where their indigenous product, ink stone and other slate products are exported from the port. Although many public facilities such as city hall and school and tourism spots are located in inner bay area, this area was seriously damaged by tsunami disaster following the Great East Japan Earthquake in 2011.
　　If you go to Ogatsu from Kitakami river through Route 398, you firstly reach Ogatsu district which is an entrance area of this region. “Vision for Ogatsu Garden Park” is a master plan proposed by local community members.
　　We supported to make the vision more feasible as a regional planning and proposed “ground as the future foundation” which can heal the devastated land and be inherited to the next generation. Ogatsu city center is surrounded by slope topography like a dish. The slope forest, however, is damaged and type of vegetation is poor by Tsunami disaster and large-scale land reclamation for their reconstruction project. Restoration of the slope forest is suggested as a priority work in the master plan because this surrounding slope is very visible from the city center and essential background based on detail analysis of visibility from several main view spot. Finally, those proposals including city area and surrounding slope area are integrated as a total landscape planning.
