　東日本大震災及び原子力災害によって失われた浜通り地域等の産業を回復するため立ち上げられた「福島イノベーション・コースト構想」は、当該地域の新たな産業基盤の構築を目指すものである。その構想に基づき、様々なシーンで活用が期待されるフィールドロボットの研究開発等を行う「福島ロボットテストフィールド」が整備された。
　浜通り地域は阿武隈山地東部の南北に長い平地で、海岸線沿いに発達した街道が地域産業を支えている。一方、阿武隈山地を水源として太平洋へと注ぐ河川は丘陵や氾濫原を形成し、東西を横断する多様な自然環境が古来の営みを育んできた。そうした風土の読み解きにより抽出した景観構成要素を、屋外景観の骨格に合わせて展開することとした。
　敷地は新田川河口付近の低平地で、冬は北西からの強い季節風が吹きつける。そこで郷土景観の一つである居久根に倣い、当施設の北西側を常落混交の列植で囲うこととした。東側の施設エントランスも海風を遮るものが無く、防風・防砂を目的とした築山を造成し、海岸線を意識したクロマツとオオシマザクラによる防砂林を植栽した。敷地の南側は調整池があるが、かつては用水路も流れていた。そうした水の気配を感じるよう、畦のような草地に水辺で見られる落葉樹を植栽した。
　また、施設利用者に場所性を通じて愛着を持ってもらえたらと願い、ささやかながら地域に所縁ある表現を織り交ぜた。研究棟南面の前庭は野馬土手を想起させるエッジの効いたマウンドを築き、列植したカツラや県木のケヤキとともにエントランスの顔づくりを担った。中庭はロボットのプレテストフィールドを兼ねており、それを馬場に見立てた。敷地周辺の土壌を測色し、その結果を基にカラーコンクリート舗装を施した。

　　“Innovation coast vision in Fukushima” is one of the reconstruction visions which aims to construct new industrial infrastructure for the region. “Fukushima Robot Test Field” is expected to be a new research center for field robots.
　　Coastal area called Hamadoori, east side of Abukuma upland is in a flatland lying north and south where old coastal way and regional industries have been developed. On the other hand, floodplain and hilly land were created by rivers from the upstream of Abukuma upland, and the geographic feature has grown people’s life and culture since ancient time. We regard those relation as a regional environmental structure and developed it into the landscape design in this project.
　　The site is in a lowland of downstream of Nitta river and strong monsoon blows down from northwest in winter season, which have made a cultural landscape of homestead hedge called Igune. We leant it and applied into our planting design with a mixture of deciduous and evergreen trees which is located at northwest corner. We also proposed a grass berm where Japanese black pine (Pinus thunbergii) and cherry trees (Cerasus speciose) are planted for storm and sand protection of the east side new facility. There is existing retention pond and irrigation channels at the south side of the site. We proposed riparian deciduous trees which indicates an atmosphere of wetland.
　　We also proposed a small berm from the context of “Nomadote” which is old boundary mound between a pasture for a horse breeding and village and tree line by Cercidiphyllum japonicum and Zelkova serrata as an entrance landscape. The courtyard, a pretest field for robots, is regarded as a horse track so that coloring of concrete pavement was implemented from the selected color chart which is a result of the site color measuring. All the above landscape expressions in some small way aim to make people feel some regionality even in such a new research center.
