小高復興拠点施設「小高交流センター」

　南相馬市小高区は、東日本大震災における福島第一原子力発電所の事故により避難指示解除準備区域となった。当時、避難住民の帰還に向けた取組みの一環として小高区市街地整備検討委員会を設立し、多世代・地域内外の交流拡大、にぎわい創出、地域コミュニティの再構築など、復興・再生を目的とした復興拠点施設計画が策定された。
　本施設の対象地区（小高区本町一丁目及び二丁目地区）は小高区市街地の核「コアゾーン」に位置づけられ、市街地及びコミュニティの再生に向けた復興拠点施設の建設が定められた。敷地の北側には小高区役所と浮舟文化会館、南側に浮舟ふれあい広場といった公共空間が連なる。そこで南北を結ぶ路地空間として「浮舟通り」を敷地内に設け、「みち」が様々な出会いと交流を生み出し、活気ある「まち」づくりの足掛かりとした。なお、舗装には地場産の砂利を使い、ディテールにおいても土地のコンテクストを重ねた。
　分棟配置の建物は周辺環境のスケール・密度と調和し、棟間に生まれた大小の屋外空間が屋内のそれぞれの機能とも関係しながら多くの居場所を提供している。その中のひとつ「小高はらっぱ」は、相馬小高神社になぞらえた大らかな芝生の丘である。屋内の遊び場と連係した子供達の活発な活動を促すと共に災害時には一時避難場所ともなるよう、多目的に利用できるまちの求心的な広場とした。
　和室や多目的室、トレーニング室などを備えた建物中央の「なかにわ」には縁台を設け、本施設用地に残置された旧家の庭の景石や石灯籠、敷石などを再配置し、さらに植栽で季節の彩りを添えて憩いの場づくりを行った。
　駅前通りに面した南敷地では、イベント等を行う広場を囲むように店舗が軒を連ねている。建物と同系色の舗装材を使いながらモジュールやテクスチャで調和と対比のバランスを図り、動線と広場を空間に馴染ませた。
　避難から戻られた住民の方々が「小高らしさ」を感じながらも、新たな気持ちで過ごせるような暮らしの場となることを願っている。

　　The project site is located in a core zone for their reconstruction following the nuclear accident by the Great East Japan Earthquake in 2011 where a core space for the revitalization of city and community is supposed to be created. There is a core place called “Meadow in Odaka” which is a similar place for a horse in Soma-Odaka Shrine where various activities by kids and people’s evacuation are expected. This newly created open space is different from the existing surrounding abandoned vacant space where mainly people used to live. It should be a potential space where people and a horse could coexist.
　　A Japanese room, a multifunctional room and an athletic room are connected through the “central garden” where scenic stones and stone lanterns from the former housing were relocated and gathering space with planting was newly created. There is a plaza for various events surrounded by the shopping mall at the south block in this project. Harmonious balance and contrast between the paving color and architectures have been arranged in this block. We cordially expect that the place would contribute people who come back here feel an “Identity of Odaka” and restart to spend their everyday life on a new note.
